Notwithstanding any other provision of law, no individual shall knowingly provide sex offender treatment services to a person required to register with the Sex Offender and Crimes Against Minors Registry pursuant to Chapter 9 of Title 9.1 in an office or similar facility located in a residentially zoned subdivision.
