Virginia Code 15.2-4001: Investigation by Commission on Local Government; certification of findings to governing body

If it appears from the most recent United States census that a city may not meet the requirements for city status under Article VII, § 1 of the Constitution of Virginia, the Commission on Local Government shall commence an investigation of the population, assets, liabilities, rights and obligations of such city and certify the findings to the governing body.
Terms Used In Virginia Code 15.2-4001
- Assets: (1) The property comprising the estate of a deceased person, or (2) the property in a trust account.
- City: means an independent incorporated community which became a city as provided by law before noon on July 1, 1971, or which has within defined boundaries a population of 5,000 or more and which has become a city as provided by law. See Virginia Code 1-208
- Governing body: means the board of supervisors of a county, council of a city, or council of a town, as the context may require. See Virginia Code 15.2-102
- Liabilities: The aggregate of all debts and other legal obligations of a particular person or legal entity.
- local government: shall be construed to mean a county, city, or town as the context may require. See Virginia Code 15.2-102
- United States: includes the 50 states, the District of Columbia the Commonwealth of Puerto Rico, Guam, the Northern Mariana Islands and the United States Virgin Islands. See Virginia Code 1-255
