- Appropriation: The provision of funds, through an annual appropriations act or a permanent law, for federal agencies to make payments out of the Treasury for specified purposes. The formal federal spending process consists of two sequential steps: authorization
- Assets: (1) The property comprising the estate of a deceased person, or (2) the property in a trust account.
- Bequest: Property gifted by will.
- Blind person: means a person who has central visual acuity of 20/200 or less in the better eye, as measured with best correction, or a limitation in the field of vision of the better eye, such that the widest diameter of the visual field subtends an angle of 20 degrees or less. See Virginia Code 51.5-60
- Board: means the Board for the Blind and Vision Impaired. See Virginia Code 51.5-60
- Bonds: means any bonds, interim certificates, notes, debentures, or other obligations of the authority issued pursuant to this chapter. See Virginia Code 15.2-5301
- Business enterprise: means any business other than a vending stand. See Virginia Code 51.5-60
- City: means both cities and counties, and city-specific terms such as "mayor" shall be deemed to also include the equivalent county term. See Virginia Code 15.2-5301
- Commissioner: means the Commissioner of the Department for the Blind and Vision Impaired. See Virginia Code 51.5-60
- Custodian: means any person or group of persons having the authority to grant permission for the installation and operation of vending stands and other business enterprises. See Virginia Code 51.5-60
- Department: means the Department for the Blind and Vision Impaired. See Virginia Code 51.5-60
- Devise: To gift property by will.
- Direct labor: means all work required for the preparation, processing and assembling of goods or articles including the packaging and packing thereof, but not including time spent in the supervision, administration, inspection and shipping of such operations, or in the production of component materials by other than blind persons. See Virginia Code 51.5-60
- Fiduciary: A trustee, executor, or administrator.
- Gift: A voluntary transfer or conveyance of property without consideration, or for less than full and adequate consideration based on fair market value.
- Goods or articles made by blind persons: means goods or articles in the manufacture of which not less than seventy-five percent of the total hours of direct labor is performed by a blind person or persons. See Virginia Code 51.5-60
- Government: means the Commonwealth and the federal government and any subdivision, agency or instrumentality, corporate or otherwise, of either of them. See Virginia Code 15.2-5301
- Locality: means a county, city, or town as the context may require. See Virginia Code 1-221
- Nominee: means any nonprofit corporation familiar with work for the blind and in the placement of the blind. See Virginia Code 51.5-60
- project: means any and all medical facilities and approaches thereto and appurtenances thereof. See Virginia Code 15.2-5301
- Quorum: The number of legislators that must be present to do business.
- state agency: means the same as that term is defined in § Virginia Code 1-206
- Vending stand: means an installation in any public or private building for the sale of newspapers, periodicals, confections, tobacco products, soft drinks, ice cream, wrapped foods and such other articles as may be approved by the custodian thereof and the Department. See Virginia Code 51.5-60
