(1) A property owner shall not immobilize any vehicle owned by a person other than the property owner.

- person: may be construed to include the United States, this state, or any state or territory, or any public or private corporation or limited liability company, as well as an individual. See Washington Code 1.16.080
(2) This section does not apply to property owned by the state or any unit of local government.
(3) A violation of this section is a gross misdemeanor.
