Applicants utilizing the fully coordinated permitting process under chapter 43.158 RCW are not eligible for permitting under this chapter unless a substantial change is made to the proposed project. Prior to considering an application under this chapter from a project applicant that has previously used the fully coordinated permitting process under chapter 43.158 RCW for that project, the council must determine that the project applicant has made a substantial change to the project, relative to the project as it was proposed under the fully coordinated permitting process.

Terms Used In Washington Code 80.50.065
- Applicant: means any person who makes application for a site certification pursuant to the provisions of this chapter. See Washington Code 80.50.020
- Application: means any request for approval of a particular site or sites filed in accordance with the procedures established pursuant to this chapter, unless the context otherwise requires. See Washington Code 80.50.020
- Council: means the energy facility site evaluation council created by RCW 80. See Washington Code 80.50.020
