The department shall prepare a biennial work plan that coincides with the biennial state budget process. The plan shall establish priorities and goals for habitat work on lands managed by the department and measure progress on established priorities and goals. The department shall annually report its progress on habitat work plan goals to the natural resources board, the joint committee on finance, and the relevant standing committees of the legislature.
