Mutual: includes a mutual holding company. See Wisconsin Statutes 644.02
State: when applied to states of the United States, includes the District of Columbia, the commonwealth of Puerto Rico and the several territories organized by Congress. See Wisconsin Statutes 990.01

Each mutual holding company domiciled in this state shall file such annual report as may be prescribed by the commissioner by rule.
