Not later than January 1, 2022, the Labor Commissioner shall adopt regulations, in accordance with the provisions of chapter 54, to establish procedures and guidelines necessary to implement the provisions of sections 31-51kk to 31-51qq, inclusive, including, but not limited to: (1) Guidelines regarding factors to be considered when determining whether an individual’s close association with an employee is the equivalent of a family member’s, and (2) procedures for hearings and redress, including restoration and restitution.
