(1) Applicability. The emission limiting standards set forth in Fl. Admin. Code R. 62-296.505, will apply to the application areas, flash-off areas, and ovens of metal furniture coating lines involved in prime and topcoat or single-coating operations.
(2) Emissions Limiting Standards. No owner or operator of a metal furniture coating line subject to Fl. Admin. Code R. 62-296.505, may cause, allow, or permit the discharge into the atmosphere of any volatile organic compounds in excess of 3.0 pounds per gallon of coating (0.36 kilograms per liter), excluding water, delivered to the coating applicator from prime and topcoat or single-coat operations. Credit for transfer efficiency above the baseline of 60% for spray coating operations can be granted according to the following formula:
