(1) Once an application for a Class I, Class III, or major Class V well is complete, the Department shall prepare a draft permit or intent to deny the permit.

    (2) If the Department prepares a draft permit, it shall contain the following information:
    (a) The applicable general permit conditions under Fl. Admin. Code R. 62-528.307, and specific permit conditions under this chapter;
    (b) All compliance schedules under paragraph 62-528.300(5)(c) and Fl. Admin. Code R. 62-528.345; and
    (c) All monitoring requirements under Rule 62-528.430 or 62-528.620, F.A.C.
    (3) All draft permits prepared by the Department under this section shall be accompanied by a fact sheet pursuant to Fl. Admin. Code R. 62-528.335, and shall be based on the administrative record, shall be publicly noticed pursuant to Fl. Admin. Code R. 62-528.315, and made available for public comment pursuant to Fl. Admin. Code R. 62-528.321 The Department shall give notice of an opportunity for a public meeting pursuant to Fl. Admin. Code R. 62-528.325, and respond to comments pursuant to Fl. Admin. Code R. 62-528.330
