SOURCE: Uncodified law added by P.L. 14-112:1 (Mar. 29, 1978), adopting the 1976 edition of the Uniform Building Code, section 303, Parts II though XII and appendices thereto, to be added to Government Code Title XXXII (Building Law). P.L. 17-076:4 (Dec. 11, 1984) updated references to the 1976 Uniform Building Code to the “”Latest edition of the Uniform Building Code.”” During the transition from the Government Code and the establishment of the Guam Code Annotated, the Compiler codified this provision as § 67101, Chapter 67 of Title 21, Guam Code Ann.. Amended by P.L.
23-088:3 (Apr. 19, 1996). Repealed and reenacted by P.L. 30-025:2 (June
16, 2009), effective 181 calendar days from date of enactment; extended to June 30, 2010, pursuant to P.L. 30-084:2 (Feb. 8, 2010), and to October
1, 2010, pursuant to P.L. 30-159:2 (July 14, 2010). Amended by P.L. 30-
199:3 (Sept. 21, 2010).
2021 NOTE: P.L. 35-145 (Jan. 22, 2021) adopted the new Guam Tropical Energy Code. Section 4 of this public law provided for the following amendments to the International Building Code, 2009 as adopted pursuant to 21 Guam Code Ann. § 67101:
1) PREFACE. Chapter 13 Energy Efficiency. “”For the specifics of these criteria, Chapter 13 requires design and construction in compliance with the 2017 Guam Tropical Energy Code as approved by the Guam Building Code Council on February 25, 2020.””
2) “”101.4.6 Energy. The provisions of the 2017 Guam Tropical Energy Code as approved by the Guam Building Code Council on February 25, 2020 shall apply to all matters governing the design and construction of buildings for energy efficiency.””
3) In 1203.3.2 Exceptions, subsection 4:
“”4. Ventilation openings are not required when the ground surface is covered with a Class I vapor retarder, the perimeter walls are insulated and the space is conditioned in accordance with the 2017 Guam Tropical Energy Code as approved by the Guam Building Code Council on February 25, 2020.””
4) “”1301.1.1 Criteria. Buildings shall be designed and constructed in accordance with the 2017 Guam Tropical Energy Code as approved by the Guam Building Code Council on February 25,
2020.””

P.L. 33-192 (Dec. 14, 2016) amended/replaced/updated certain provisions of the 2009 Edition of the International Building Code as adopted by P.L.
30-199 (Sept. 21, 2010) with that of the 2015 Edition of the International
Building Code.
2010 NOTE: P.L. 30-199:2 (Sept. 21, 2010) repealed P.L. 30-025, P.L.
30-084 and P.L. 30-159, thereby, restoring this section to its original version prior to the enactment of P.L. 30-025.
