e Parks and Recreation Commission may permit a person or legal entity to improve and maintain, without expense to the government of Guam, any part of the Guam Territorial Park System. Permits may be renewed annually by the Governor. No permit shall grant any exclusive use of any park property to the permittee nor shall a permit impair or limit the government of Guam from controlling access to and use of park property.
