Upon the effective date of this Law, the Governor shall authorize the immediate and orderly transfer of existing programs and functions, personnel, equipment, furniture, supplies, records, documents and unexpended funds from the Office of the Chief Mayor for purposes of this Chapter to the full control and administration of the Council.
