Subject to budgetary limitations, each Mayor is authorized to hire such personnel as are necessary to effectuate the purposes of this Law, who shall serve as unclassified employees of the Government. Their rate of compensation shall be fixed by the

Council at the rate comparable to that paid a government employee serving in similar position within the classified service.
