- State: when applied to different parts of the United States, may be construed to include the District of Columbia and the several territories, and the words "United States" may be construed to include the said district and territories. See Illinois Compiled Statutes 5 ILCS 70/1.14
The Secretary shall have the authority to appoint an attorney licensed to practice law in this State to serve as the hearing officer in a hearing authorized under Section 90 of this Act. The hearing officer shall have full authority to conduct the hearing. The hearing officer shall report the hearing officer’s findings of fact, conclusions of law, and recommendations to the Secretary. If the Secretary disagrees in any regard with the report of the hearing officer, the Secretary may issue an order in contravention of the report.
