Sec. 4. (a) A
person seeking a grant or
contract under this chapter must submit a proposal to a local health department in the manner prescribed by the local health department.

- Contract: A legal written agreement that becomes binding when signed.
- person: means an individual, employer, employer association, nonprofit organization, for-profit organization, institution of higher education, health insurance plan, health ministry, or any combination of these. See Indiana Code 16-46-16.7-2
(c) A local health department shall consider working collaboratively with another local health department in awarding a contract or grant under this chapter.
