Sec. 9. The commissioner may authorize a policy to be issued for delivery in Indiana with a score lower than the score required by section 3 of this chapter if he finds that the lower score:
(2) is necessary because of the nature of a particular policy form or type or class of policy forms; or
(1) will provide a more accurate reflection of the readability of a policy form;
