Sec. 21. A candidate for the office of county commissioner must:
(2) have resided in the district in which the candidate is seeking election for at least six (6) months before the election.
(1) have resided in the county for at least one (1) year before the election, as provided in Article 6, § 4 of the Constitution of the State of Indiana; and
