Sec. 5. Discretionary funds deposited into an economic stimulus fund during a period in which the general assembly is convened in a regular session or a special session may not be allotted or expended unless appropriated by the general assembly or reviewed by the budget committee. Appropriations made by the general assembly do not revert until the end of the biennium in which they are appropriated.
