In any city in which there is located an office of any state agency, department, board or commission and in which there is located a metropolitan transit authority established pursuant to Kan. Stat. Ann. § 12-2801 et seq., the secretary of administration is hereby authorized and empowered to negotiate and enter into a contract with such transit authority to pay all or part of the fares charged for state employees riding to and from their place of employment on vehicles of such transit authority. No such payments shall be made for travel beyond the corporate limits of the city in which such transit authority is located. Each such contract and all such payments shall be subject to available appropriations. The secretary shall designate the state employees to whom the contract applies. In the manner provided in Kan. Stat. Ann. § 75-3706, the secretary of administration may adopt rules and regulations for the implementation and administration of this act.
