The secretary of revenue is authorized to adopt rules and regulations in order to administer and enforce the provisions of Kan. Stat. Ann. § 8-1,101 to 8-1,123, inclusive, and the terms and conditions of any proration fleet registration agreement, reciprocity agreement, contract, arrangement, consent or declaration made by the director of vehicles.
