(1) The General Assembly of the Commonwealth of Kentucky hereby declares that the best interest of the Commonwealth mandates that financial assistance be provided to ensure access of Kentucky citizens to public and private postsecondary education at the postsecondary educational institutions of the Commonwealth.
(2) It is the intent and purpose of the General Assembly that the enactment of KRS
164.7871 to 164.7885 shall be construed as a long-term financial commitment to postsecondary education and that the funding provided by KRS § 154A.130(3) and (4) shall not be diverted from the purposes described in KRS § 164.7871 to KRS § 164.7885 and KRS § 164.7889.
