If any railroad company fails to comply with any order of the fiscal court issued under authority of KRS § 178.350 to KRS § 178.385 or with a final judgment of the Circuit Court or Court of Appeals, the county through its fiscal court may cause to be instituted in the Circuit Court of the county an action to compel compliance with the order by mandatory process of the court.
