Nothing in KRS § 224.71-100 to KRS § 224.71-140 shall be construed as affecting the obligation of any person concerning any permit, certification, or authorization required under state or federal law. Nothing in KRS § 224.71-100 to KRS § 224.71-140 shall be construed to require the cabinet to give prior written notice in the case of any violation of a permit, certification, or authorization required under state or federal law or in the case of any violation requiring emergency action for violations of KRS § 224.10-410, 224.1-400, and
151.297 or enforcement of any administrative or judicial order to protect human health or the environment.
