No provisions of KRS § 65.710 shall be construed as to limit the power of any city or county to contract for services under requirements which are stricter than those listed in KRS § 65.710 and KRS § 65.720, or to require insurance or bonding of contractors, provided such provisions are not in conflict with the requirements of KRS § 65.710 and KRS § 65.720.
