Every ordinance or resolution adopted by the governing body of the municipality or board under the provisions of KRS § 96.171 to KRS § 96.188 shall become effective from and after its passage, and no such resolution or ordinance shall be subject to any referendum or election except as expressly provided in KRS § 96.171 to KRS § 96.188.
