As used in KRS § 167.210 to KRS § 167.240, unless the context otherwise requires, “deaf-blind children” are those children who are deaf or hard of hearing and have visual impairments, the combination of which causes such severe communication, developmental, and educational problems that they cannot profit satisfactorily from educational programs provided solely for the child with a visual disability or for the child with a hearing disability.
