Any person who is injured in his person or property through the violation of any rule, regulation, order, or determination issued pursuant to KRS § 223.405 to KRS § 223.460 may bring an action for damages, including reasonable attorney and expert witness fees, in the Circuit Court of the county in which the water well related activity complained of is located.
