Reports to the commission or committee shall be available to the public upon request in accordance with the provisions of KRS § 61.870 to KRS § 61.884 relating to open records, if this information is not protected from release to the general public as a trade secret under federal law. Reasonable fees, consistent with KRS § 61.874, may be charged for reproduction of these reports.

  • Release: means , but is not limited to, any spilling, leaking, pumping, pouring, emitting, emptying, discharging, injecting, escaping, leaching, dumping, or disposing into the environment, including the abandonment or discarding of barrels, containers and other closed receptacles, of any hazardous substance. See Kentucky Statutes 39E.020
