As used in KRS § 45A.225 to KRS § 45A.290, unless the context requires otherwise:
(1) “Commonwealth” means the Commonwealth of Kentucky and any of its departments or agencies.
(2) “Contracting agency” means any department or agency of the Commonwealth of
Kentucky having entered into a lawfully authorized written contract.
