When the legislative body of any city of the first class desires to construct a new hospital or a new home for the aged and infirm or desires to reconstruct, improve, alter, extend or repair any existing hospital or home for the aged and infirm, and to equip and furnish such buildings, it may do so under KRS § 98.040 to KRS § 98.170.
