As used in sections 303.420 to 303.440, unless the context requires otherwise, the following terms shall mean:
(1) “Program”, the motor vehicle financial responsibility enforcement and compliance incentive program established under section 303.425;

- following: when used by way of reference to any section of the statutes, mean the section next preceding or next following that in which the reference is made, unless some other section is expressly designated in the reference. See Missouri Laws 1.020
- highway: the entire width between property lines of every way or place of whatever nature when any part thereof is open to the use of the public, as a matter of right, for purposes of vehicular traffic. See Missouri Laws 303.020
- Motor vehicle: a self-propelled vehicle which is designed for use upon a highway, except trailers designed for use with such vehicles, traction engines, road rollers, farm tractors, tractor cranes, power shovels, well drillers, motorized bicycles as defined in section 307. See Missouri Laws 303.020
- State: any state, territory or possession of the United States, the District of Columbia, or any province of the Dominion of Canada. See Missouri Laws 303.020
(2) “Qualified agency”, the department of revenue, the Missouri state highway patrol, the prosecuting attorney or sheriff’s office of any county or city not within a county, the chiefs of police of any city or municipality, or any other authorized law enforcement agency recognized by the state;
(3) “System” or “verification system”, the web-based resource established under section 303.430 for online verification of motor vehicle financial responsibility.
