There is hereby created in the state treasury the “Single-Purpose Animal Facilities Loan Program Fund”. The fund shall consist of money collected and deposited pursuant to subsection 3 of section 348.195. Notwithstanding the provisions of section 33.080, no portion of the fund shall be transferred to the general revenue fund. The money in the single-purpose animal facilities loan program fund shall be used, upon appropriation, for administration of the program established under sections 348.185 to 348.225 and for no other purpose.
