1. If the director finds that all the provisions of the law have been complied with, the director shall grant a certificate setting forth that such savings bank has been duly organized and the amount of its capital subscribed and paid up in full. The certificate shall designate the address and location at which the savings bank is authorized to conduct its business.
2. Such certificate shall be recorded in the office of the recorder of deeds of the county or city in which the savings bank shall be located, and the recorded certificate or certified copies of the certificate shall be accepted in all courts of this state as evidence of its incorporation.
