- Department: the department of mental health of the state of Missouri. See Missouri Laws 630.005
- Drug abuse: the use of any drug without compelling medical reason, which use results in a temporary mental, emotional or physical impairment and causes socially dysfunctional behavior, or in psychological or physiological dependency resulting from continued use, which dependency induces a mental, emotional or physical impairment and causes socially dysfunctional behavior. - State: when applied to any of the United States, includes the District of Columbia and the territories, and the words "United States" includes such district and territories. See Missouri Laws 1.020
The department shall initiate and direct the development of long-range programs and plans with respect to residential facilities, day programs and specialized services operated, funded or licensed by the department for persons affected by mental disorders, developmental disabilities and alcohol or drug abuse. The department, insofar as practicable, shall coordinate its long-range programs and plans with the program and plan requirements and procedures of relevant federal and state planning and funding agencies. The department shall supervise a comprehensive utilization quality-assurance and cost-benefit monitoring and auditing program to deal with the facilities, programs and services operated, funded or licensed by the department.
