1. The provisions of chapter 287 governing workers’ compensation are extended to include all employees and authorized student and volunteer workers of the department. The state of Missouri shall be a self-insurer and assume all liability imposed by chapter 287, in respect to such personnel of the department, without insurance, and the attorney general shall appear on behalf of and defend the state in all actions brought by such personnel of the department under the provisions of the workers’ compensation law.

2. The director has authority to perform such duties as may be necessary or incidental to carry out effectively the purposes of this section.

3. The extension of chapter 287 to include personnel of the department is not construed as acknowledging or creating any liability in tort, or as incurring other obligations or duties other than the duty and obligation of complying with the provisions of chapter 287.
