Up to ten percent of the amount appropriated each year from the facilities maintenance reserve fund created in § 27(b) of Article IV of the Missouri Constitution shall be expended on maintenance, repair, or renovation projects that are otherwise allowable under the constitution but that are also considered energy projects with a fifteen-year payback or less.
