Notwithstanding any other provision of law, the adjutant general may solicit and receive monetary gifts, grants, or donations for the purpose of paying costs of the design, manufacture or production, and distribution of the New Hampshire medal of honor as provided in N.H. Rev. Stat. § 110-B:81.
