- Answer: The formal written statement by a defendant responding to a civil complaint and setting forth the grounds for defense.

No applicant for state employment shall be required by the state to answer any question concerning whether the applicant has ever been arrested or indicted for a crime. This section shall not prohibit asking an applicant whether he has ever been convicted of a crime.
