If any person shall be damaged in his estate by the erection of such monument, tablet or marker he may apply to the selectmen within 6 months after such erection, but not afterwards, to assess his damages, and thereupon proceedings shall be had, as in the case of assessment of damages in laying out highways by selectmen.
