The board of regents or other boards of control of said institutions are hereby authorized to expend said moneys as herein provided for said purposes and said boards shall make a full and complete report of the expenditures which they may make under the provisions of this act [23-1-2, 23-1-3 N.M. Stat. Ann.], giving amount and purpose for which expended, to the governor of the state of New Mexico.
