All acts and parts of acts in conflict with this act N.M. Stat. Ann. § 4-51-1 to 4-51-3 are hereby repealed; provided that nothing herein contained shall be construed as repealing Sections 6-6-11, 6-6-13 to 6-6-18 N.M. Stat. Ann. or other existing statutory limitations upon the debt-contracting or tax-levying powers of boards of county commissioners or other boards and officials having such powers.
