Nothing in the Solar Collector Standards Act N.M. Stat. Ann. § 71-6-4 to 71-6-10 shall be construed to create any liability of malfeasance, misfeasance or nonfeasance in the performance of any duty required of the state, any of its agencies or political subdivisions or any institution controlled by the state.
