- state: when applied to the different parts of the United States, shall be construed to extend to and include the District of Columbia and the several territories, so called; and the words "United States" shall be construed to include the said district and territories and all dependencies. (a) Creation. – The Health Advancement Receipts Special Fund is established as a nonreverting special fund in the Department of Health and Human Services.
(b) Source of Funds. – Each State fiscal quarter, the Department of Health and Human Services shall deposit in the Health Advancement Receipts Special Fund an amount of funds equal to the total nonfederal receipts for health advancement calculated under N.C. Gen. Stat. § 108A-147.3(b) for that quarter, minus the State retention component under N.C. Gen. Stat. § 108A-147.8 for that quarter, and plus the positive or negative gross premiums tax offset amount calculated under N.C. Gen. Stat. § 108A-147.12(b) for that quarter.
(c) Use of Funds. – The Department of Health and Human Services shall use funds in the Health Advancement Receipts Special Fund only for the purposes described in N.C. Gen. Stat. § 108A-147.13 (2023-7, s. 1.6(c).)
