(a) The following persons shall be parties to a certification proceeding under this Article:
(1) The applicant;

- Commission: means the North Carolina Utilities Commission. See North Carolina General Statutes 62-3
- county: means any one of the counties listed in N. See North Carolina General Statutes 62-100
- following: when used by way of reference to any section of a statute, shall be construed to mean the section next preceding or next following that in which such reference is made; unless when some other section is expressly designated in such reference. See North Carolina General Statutes 12-3
- land: means any real estate or any estate or interest in real estate, including water and riparian rights, regardless of the use to which it is devoted. See North Carolina General Statutes 62-100
- Person: means a corporation, individual, copartnership, company, association, or any combination of individuals or organizations doing business as a unit, and includes any trustee, receiver, assignee, lessee, or personal representative thereof. See North Carolina General Statutes 62-3
- State: means the State of North Carolina; "state" means any state. See North Carolina General Statutes 62-3
(2) The Public Staff.
(b) The following persons may intervene in a certification proceeding under this Article if a petition to intervene is filed with the Commission within 100 days of the filing of the application and the petition is subsequently granted:
(1) Any State department, municipality, or county entitled to notice under N.C. Gen. Stat. § 62-102(b);
(2) Any person whose land will be crossed by the proposed line;
(3) Any other person who can show a substantial interest in the certification proceeding. (1991, c. 189, s. 1.)
