Ohio Code 103.651 – Ohio health oversight and advisory committee powers
(A) As used in this section, “state of emergency” has the same meaning as in section 107.42 of the Revised Code.

- Oversight: Committee review of the activities of a Federal agency or program.
- state: means the state of Ohio. See Ohio Code 1.59
- Subpoena: A command to a witness to appear and give testimony.
- Subpoena duces tecum: A command to a witness to produce documents.
(B)(1) The Ohio health oversight and advisory committee has the power to do all of the following:
(a) Oversee actions taken by the governor, the department of health, or any other agency during a state of emergency;
(b) Oversee the following actions taken by the department or the director of health:
(i) Actions to prevent the spread of contagious or infectious diseases under section 3701.13 of the Revised Code;
(ii) Actions to investigate or make inquiry and to take prompt action to control and suppress the cause of disease or illness including contagious, infectious, epidemic, pandemic, or endemic conditions under section 3701.14 of the Revised Code ;
(c) Consult with and provide advice to the governor, the department, and other agencies regarding necessary and appropriate action during a state of emergency.
(2) The committee chairperson, when authorized by the committee, the president of the senate, and the speaker of the house of representatives, may issue subpoenas and subpoenas duces tecum to assist the committee in performing its duties. A subpoena or subpoena duces tecum shall be issued, served, and returned, and has consequences, as specified in sections 101.41 to 101.45 of the Revised Code.
