(A) The registrar of motor vehicles may adopt and publish rules to govern the registrar’s proceedings. All proceedings of the registrar shall be open to the public, and all documents in the registrar’s possession are public records. The registrar shall adopt a seal bearing the inscription: “Motor Vehicle Registrar of Ohio.” The seal shall be affixed to all writs and authenticated copies of records, and, when it has been so attached, the copies shall be received in evidence with the same effect as other public records. All courts shall take judicial notice of the seal.

Terms Used In Ohio Code 4501.34

  • Evidence: Information presented in testimony or in documents that is used to persuade the fact finder (judge or jury) to decide the case for one side or the other.
  • Person: includes an individual, corporation, business trust, estate, trust, partnership, and association. See Ohio Code 1.59
  • State: includes the territories and federal districts of the United States, and the provinces of Canada. See Ohio Code 4501.01
  • Vehicles: means everything on wheels or runners, including motorized bicycles, but does not mean electric personal assistive mobility devices, low-speed micromobility devices, vehicles that are operated exclusively on rails or tracks or from overhead electric trolley wires, and vehicles that belong to any police department, municipal fire department, or volunteer fire department, or that are used by such a department in the discharge of its functions. See Ohio Code 4501.01

(B) Upon the request of any person accompanied by a nonrefundable fee of five dollars per name, the registrar may furnish lists of names and addresses as they appear upon the applications for driver’s licenses, provided that any further information contained in the applications shall not be disclosed. The registrar shall pay each five-dollar fee collected into the state treasury to the credit of the public safety – highway purposes fund established in section 4501.06 of the Revised Code.

This division does not apply to the list of qualified driver licensees required to be compiled and filed pursuant to section 2313.06 of the Revised Code.
