The director of public safety shall issue a license as a private investigator, security guard provider, or as a private investigator and a security guard provider in accordance with Chapter 4796 of the Revised Code to a person if either of the following applies:

- Another: when used to designate the owner of property which is the subject of an offense, includes not only natural persons but also every other owner of property. See Ohio Code 1.02
- Person: includes an individual, corporation, business trust, estate, trust, partnership, and association. See Ohio Code 1.59
- Private investigator: means any person who engages in the business of private investigation. See Ohio Code 4749.01
- Security guard provider: means any person who engages in the business of security services. See Ohio Code 4749.01
- state: means the state of Ohio. See Ohio Code 1.59
(A) The person is licensed as a private investigator, security guard provider, or as a private investigator and a security guard provider in another state.
(B) The person has satisfactory work experience, a government certification, or a private certification as described in that chapter as a private investigator, security guard provider, or a private investigator and security guard provider in a state that does not issue that license.
