Any street railway corporation violating any of the provisions of § 28-11-2 and § 28-11-3 shall be fined not less than one hundred dollars ($100) nor more than five hundred dollars ($500), one-half (½) of that amount to the use of the complainant and the other one-half (½) to the use of the state.
