Every policy shall cover the entire liability of the employer under chapters 29 — 38 of this title, except for appeals from an order of the retirement board filed pursuant to the provisions of § 45-21.2-9, and shall contain an agreement by the insurer to the effect that the insurer shall be directly and primarily liable to the employee and, in the event of his or her death, to his or her dependents, to pay to him, her, or them the compensation, if any, for which the employer is liable.

- Employee: means any person who has entered into the employment of or works under contract of service or apprenticeship with any employer, except that in the case of a city or town other than the city of Providence it shall only mean that class or those classes of employees as may be designated by a city, town, or regional school district in a manner provided in this chapter to receive compensation under chapters 29 — 38 of this title.
